Man Arrested on 36 Counts of Harassing Telephone Language

He’s 27-year-old Frankie Josh Billiot of Houma.

Rapides deputies say the calls began in early September, and though the man was warned, he continued to phone the victim at all hours of the day and night.

“Even though we are in an electronic and social media age, we still have the right not to talk to or have contact with someone if we don’t want to” said Sheriff William Earl Hilton.  “No means no and sometimes that works.  When it doesn’t, we step in and they get the message.”

On second or subsequent offenses, an offender that is convicted of Harassing Telephone Language can be fined not more than five thousand dollars, or imprisoned with or without hard labor for not more than two years, or both.
