During that investigation, Detectives verified that on February 29th, 2016, the victim had filed a petition for protection from abuse against the offender/suspect, James Coutee, Jr. On March 1st, 2016, Coutee, Jr. was personally served with the petition for protection from abuse by Deputies assigned to the Civil Division. On March 4th, 2016, Coutee Jr. was arrested for the first violation of the order and later released on March 6th after contacting the victim by electronic device. Since Coutee, Jr.’s release, Detectives have learned he has contacted the victim approximately 83 more times by sending multiple texts via electronic device(s) and/or placing phone calls to the victim.
On March 28th, 2016, an arrest warrant for Coutee, Jr. was issued for the charge of 83 counts of Violation of a Protective Order. With the assistance of the Rapides Parish Warrant Division, Coutee Jr. was located and taken into custody without incident and booked into the Rapides Parish Detention Center. Coutee Jr. remains in jail on a $25,000.00 bond.
