Second Update in Arrest made in home improvement fraud

Press Release – On August 18th, 2017, deputies responded to a business on Masonic Drive in reference to a report of theft by fraudulent check.  According to the victim, the suspect, identified as Stephen Vance Taylor, had allegedly written a business check to the victim’s business for over $3,000.00.  When the check was presented for payment, it was returned for non-sufficient funds.  The victim contacted Sheriff’s Office after learning about Taylors previous arrest’s for contractor fraud and wanted to file a complaint. 

The investigation was turned over to the Sheriff’s detectives and a warrant was obtained for Taylor’s arrest for 1 count of Issuing Worthless Checks > $500, which is a felony. 

On August 21st , 2017, Taylor was taken into custody and booked into the Rapides Parish Detention Center where he was later released on a $2,500.00 bond.

Press Release – After the arrest of Stephen Vance Taylor on July 21st for Home Improvement Fraud, several more alleged victims contacted the Sheriff’s Office to lodge a complaint.  Detectives began their investigation into the new complaints and after their investigation was completed, they were able to establish probable cause that supported the victims allegations.

Detectives obtained warrants for seven additional counts of Residential Contractor Fraud and two counts Theft $750.00 – $5,000.00.

On August 17th, Taylor was taken into custody without incident at his residence and booked into the Rapides Parish Detention Center where he was later released on a $14, 500.00 bond.

Press Release – n July 8th,2017, deputies responded to a residence in Elmer, LA in reference to a report of contractor fraud.  The victim reported that the contractor, identified as Stephen Vance Taylor, 44 of Elmer, allegedly kept changing the price on the repairs to their residence and the repairs had not been finished.  According to the victim, the suspect also kept stating the project price was changing due to unforeseen circumstances. 

Deputies took the initial report and on July 10th, the investigation was turned over to Sheriff’s detectives for further investigation.  Through their investigation, detectives were able to establish probable cause that supported the original allegations and a warrant was obtained for the arrest of Taylor for 1 count of Residential Contractor Fraud. 

On July 21st, Taylor was taken into custody by detectives and booked into the Rapides Parish Detention Center.  Taylor was later released on a $2500.00 bond.
